The thing is that 12-13 episodes is generally what a normal anime would get, on average. But it's not long enough for something like Attack on Titan, the first season had 25 episodes and it doesn't make sense to further lower it. I'm glad it wasn't rushed, though. I hope the next season isn't quite as ridiculous.
